① 為什麼「禁穆令」，特朗普的滑鐵盧

特朗普對七國移民的審查禁令一出，全球愕然。在美國國內，特朗普行政令正遭遇法官們的抗議。美國上訴法院定於2月7號下午3點通過電話審理特朗普移民禁令案。2月3日西雅圖的聯邦法官羅巴特(James Robart)宣布在全國范圍暫停特朗普總統令的執行。此外，民主黨也於1月30日，以華盛頓州和明尼蘇達州名義起訴聯邦總統令違反憲法。截止目前，美國已有16個州提交法律文件，力挺華盛頓州等對特朗普政令的訴狀。

雖然，特朗普說這一法令其實是延續了前任政府，也得到了國會的授權，但是白宮糟糕的決策過程以及僵硬的應對，讓「禁穆令」激活了美國憲法、聯邦政府管理條例、日內瓦難民公約等一系列法律。現在，白宮咬緊牙關拒絕承認這一法案具有宗教歧視的意味，但是憲法也在約束政府需要按照程序行政，怎麼可以亂來？經此一案，特朗普也許會明白總統權力的限度何在。
